How does having an American visa "help" to travel to Canada?
It is very important to clarify that if you have, for example, any of the American visa categories (B1 or B2) for a valid visitor, authorization of passage to Canada is not automatic if you travel by plane but rather it is an element that helps to ensure that If you process the eTA, you will not need a Canadian visa.
Who does not require a Canadian visa?
The exception also applies to Mexicans who have valid study or work permits in Canada, who do not have their current eTA canceled or lost validity. The eTA is an authorization applicable for air travel.
In the statement issued by the Government of Canada in which the change was reported, it specifies that Mexican citizens who have a valid US non-immigrant visa or who have been holders of a Canadian visa in the last 10 years (prior to 2016 when the visa was eliminated by a government agreement between Mexico and Canada) and who travel by air with a Mexican passport, may apply for the eTA.
