On June 14, 2024, USCIS updated its Policy Manual (Volume 5, Part D) to clarify how adoptive parents can adopt a child under the Hague Adoption Convention. This update consolidates and clarifies existing guidelines, providing clear requirements for the adoption process.

 

The update includes:

  • Criteria for the eligibility of children born abroad.
  • Immigration and adoption steps in the required order.
  • Requirements for adoption service providers, including the use of a primary provider and conditions following the loss of accreditation.
